It is important to remember that appliqued traditional stitched flags are not the same as digitally embroidered fabrics.

Digital embroidery on textile items is only ever one-sided (front facing) and more suitable for clothing and framed items as the technique has a paper backing which is usually left on to stabilise the fabric and design.  Flags are two-sided and although two panels can be embroidered and stitched back to back, this would result in a centre centric and centre heavy flag which would not easily fly and when hung / draped as a gonfalon would pucker the ground fabric.

The first picture is of digital embroidery which is stitched the front facing of a single layer flag with a shadow to the rear of the flag with a paper casting.

The second picture below is of applique which is stitched through from the front to the back of a single layer of fabric, with a mirror image on reverse:
